Folders open in new window - I've check Folder Options settings

Hi people,

I know this is very weird. Every folder keeps on opening in a new window. No
matter what. Even when I right click it, click open, and a new window pops
up. I opened Folder options and I ticked "Open each folder in the same
window," clicked Apply, then clicked OK. But it did not work.

I've tried the following methods:

-System Restore
