Folders moved - Can't Fix!!

We have 30000 users working in either Outlook 2000,XP, or 2003 on Exchange
2003.

Some users have a system folder (Drafts, Inbox, Contacts, etc...) sitting
inside their Deleted Items folder.

I have tried running "outlook \cleanprofile", "outlook \resetfolders" and it
doesn't fix it.

The only "fix" I can find is to back up the mailbox, delete it, recreate it,
and restore it. But that causes other issues that are very annoying.

Anyone have any ideas?

With the old Windows Messaging client from Win9x, you could move some of the
folders drafts, contacts, calendar out of the deleted items folder and back
to their original place.

I checked OWA under Exchange 2003 and it doesn't let you move the Inbox...
hmm.
