Folder won't delete

Folder won't delete.
Steps prior to problem:
1- while drag-n-dropping files to E:/ drive I 'drug' a folder to the
disk.
2-The folder appeared with contents on the disk, and the empty shell
was still on C:
3- I ignored the empty shell and wrote the files to E:
4-went back later to delete that empty shell and no deal ...wouldnt
delete
........"Make sure file is not write protected or in use"
......I have tried two different "delete-on-bootup' tools to no avail

There has been a sharing violation.
The source or destination file may be in use.
The file is in use by another program or user.
Make sure the disk is not full or write-protected and that the file is not
currently in use.
