Sounds like to want to freeze A1:A3 for example and then be able to scroll
the rest of the columns and line up B10 with A1 for example.
I can't see how that could happen.

As Ken has stated, really can't be done.
If you think about your question, you will realise that you will be lining
data up with data that is not relative to the first column.
You can freeze some rows and some columns but you can't do both

If you put the button in the "Frozen" area, no problems.
If you want to have it anywhere else, you're getting into the animation
realm, which can sometimes pretty compplex.
Another option is to put your button up in one of the toolbars, so it's
there all the time.

Another potential solution would be to create a second window using
Window->New Window
Then the two windows can be scrolled completely independently.
