Flash detection doesn't detect latest install. Why not?

IE7, Vista Home Premium 64-bit.

Numerous sites with flash fail to detect that the latest version of Flash is
installed even though it is. How do I fix this?

It's obviously a problem with IE since it's happened on probably 50
different sites. Browers based on other engines show the Flash sites correcly.

I installed Flash several times trying to get IE to recognize the version
properly.
