Fire Wall - vs - I.S.P.

My ISP is Sympatico.
I have Symantec's Internet Security 2004 on my Compaq
Presario. I have been using their firewall since
purchasing this computer. Never experienced any problems
accessing my ISP and/or using Outlook Express for email.
Now, during the past few weeks, if my firewall is active,
I cannot "raise" my ISP homepage or my email.
I realize my NAV is active when the firewall is "down",
but with at least 10-15 hits per day from hackers, not
having the firewall active makes me more than a bit
nervour.
I did note, on one occasion that my XP firewall had
somehow become active and thought this may have occured
again. Perhaps when they two firewalls are active, this
creates some conflict.
The problem now is, I cannot recall how to access that
part of the XP O/S to check to see if the MS firewall
has, once more, activated itself ????
My ISP (or their call center) keeps telling me that they
can't help me and I MUST take my pc to a technician for
repairs. That suggestion is a cop-out and silly.
Can anyone advise me please.
