files are saved AUTOMATICALLY

My computer was set up so that files, etc. that I downloaded would be saved
ONLY in the E://My Documents folder. The problem arises when about 1/3 of my
programs and files are saved AUTOMATICALLY [by the originator, not me] to
the C://Program Files folder.

How can I adjust my settings so that I have full control of where EVERY file
that I download goes?

P.S. I have WinXP Pro with SP2.
