file associations? Plug-In?

Bobbie,
By default IE is designed to "open" (view) .txt files, to avoid this
Right-click the desired download and select: "Save Target As"

[XP\ME]
Open Windows Explorer, click "Tools" (up top)
Select: "Folder Options", click the "File Types" tab
Highlight the desired "File Type" [example] "ZIP"
Place a check in the "Confirm open after download", Click Ok

I'm not sure whether this has to do with a file association or plug-in or
something else.

My boss has access to a customers secure web page where there's a list of
files he's to download.
For most of the file types he clicks the filename link and gets the prompt
to 'open or save as'.
For ONE file type clicking the filename opens a new page which displays
text.
He called the company that manages the page and they say he should get the
same 'open or save as' message, not a page of text. The customer who is
providing the file DOES get 'open or save as'.
I don't have permission to access the page to see what I would get when
trying.
Can anyone suggest what I might check?
We realize he can right-click the link and Save As but he prefers the other
method. He's using IE 6.0
