ok so this fix is a pain but it has a good success rate with me (i did 4 yrs
at a call center doing ms support so i can attest to it)

The basic idea is to copy the cd to your hard drive - which is a lengthy
procedure because at the moment you have no working operating system - then
when you restart your setup if you get the message again you can point to the
hard drive for the file.

The likely problem is the file is having trouble reading off your cd - this
could be the speed its running at or a slow communication between the cd -
memory and hard drive. It could also be an early indication of - a bad cd - a
bad cd rom drive - a bad hard drive or faulty ram. These are just my own
experiences with it.

to get started you will need a 98or ME boot disk - a windows 98 or ME cd.

If you have a different hard cd or cd-rom now might the time to swap them in
and retry setup before trying this tho....good luck :)
