File and Settings XP vs Vista

I have XP Pro and am wanting to install Vista Premium (Upgrade Version).
As this is not a valid upgrade route I must do a clean install so the Vista
installer
will not allow me to run the File and Settings routine.
What I would like to know is if I run the File and Setting routine in XP
will the
file it creates be compatible with Vista so I can restore my settings.

NO and Yes.

Better choice, put the Vista DVD in and at the install screen choose the
"Transfer Files" choice and use Vista Windows Easy Transfer. (WET)

If you do have a Windows Files and Setting Transfer Wizard store, Windows
Easy Transfer can read it, but just copy it to a single folder and not
replace everything. WET is better.
