If the mail is opened, the pictures are fetched and the user chooses to
save the changes when closing the message, then the pictures are enclosed
within the message.
Note, this is only how Outlook does it. Other mail clients might behave
differently and will always fetch a fresh copy. It's pretty much up to you
how long you want to support a specific email.

to know if I can delete the images that are lying on our web server after

Or whether they must always be present so that users can read their email
correctly.
