Favorites opens in framed window

I recently downloaded latest patches for Windows 98SE and
IE (using version 6.02.28), and suddenly my IE toolbar
changed. The biggest problem is that Favorites no longer
opens in drop-down fashion, but instead opens in a
separate, framed window - so that I then have to manually
close it again each time I use it!!! This is a real
nuisance - any idea how to fix it?

Use the Favorites menu instead of the Favorites Explorer bar?
(Press Alt-a instead of clicking on the Favorites toolbar item.)
