Fatal System Error cooo21a

I am enrolled in this class and just finished using the TCP Optimizer.
Now I can not get my computer booted up
It is a Toshiba notebook and am running Windows XP
After running TCP Optimizer I get the following error
I have tried to start it in Safe Mode also and the same thing keeps happening.

I get a blue screen with the following message

STOP: cooo21a {fatal system error}
The windows logon process system process terminated unexpetedly with a
status of Oxc0000135 (0x00000000 Ox00000000).
The system has been shut down

After this message it just sets there. Does not shut off or anything. I
have to manually shut it down.

When trying to boot to safe mode it come to a screen that first ask me where
I want to boot from
It is called a Boot Menu
1. Hard Drive
2. Removable Devices
3. CD-ROM DVD Drive
4. Network Boot

I have selected both Hard Drive an Network Drive and it comes to the same
blue screen and error message as above.

I do not have a Windows CD to boot from
I do have a Windows Update Service Pack 1 cd which says it has Windows XP on
it but not sure how to use it for a boot disk or if I can
I also have a Recovery and Applications cd but as far as I know that will do
a complete reformat which I am hoping to avoid
I did do a restore point before running the Optimizer but can not get to it
to restore.
I do have a second computor which I am using now and I can download anything
you might send but we only have a dial-up connection so can not download
large files. I do have a USB that I can use.

HELP PLEASE

Thanks Denny, I did take a look at Jim's page. Near as I can tell he is
refering to a error caused by using Go Back. The last thing I had used was a
program called TCP Optimizer. I had not used the Go Back yet. If I can get
started into the safe mode I will be using it hopefully will fix the problem
but so far can not get anywhere.

Denny, just found something eles on the page you gave me was wondering if you
could answer a question.

fatal system error Oxc0000135
I get this error with the cooo21a error

I found an article that referes to using Windows SP1 to correct this error.

Can you tell me if this is going to be like a reformatting or the hard drive?
This article does not tell me exactly how to use the disk to correct the
error.
Do I use it like a start up disk?
