Fast user swtiching

Can I have fast user switching enabled and as well the CRTL+ALT+DEL option
enabled?.. Also even if I turn off fast user switching I am not able to find
the advance options in "User Accounts", so I can enable, CRTL+ALT+DEL

Type CONTROL USERPASSWORDS2 in the RUN box. Click Advanced tab.
