Explorer shell

We have replaced explorer with our own shell. Is it possible to start
explorer from our shell and have the Start Menu and Desktop come back (for
"service" mode)? Currently when we start a new explorer task it only shows
an explorer window and no Start Menu/Desktop.

No Never

twice ?

As I've tested explorer starts as normal explorer as long as it is not the
shell.
If you change the shell settings and start explorer it starts the first time
as shell
and then as explorer.

Really?
I tried that but Explorer still start as a shell (I'm starting Explorer from
Task Manager File New Task menu).
