explorer not working in XP?

When opening any folder or starting explorer my CPU usage
goes up to 98% on this explorer process? The process
never pops up and I have to use task manager to kill it.
I've run Norton anti-virus and spyware remover without
success in fixing this problem.

Any suggestions?
