explorer is slow and old version of scrrun.dll?

Here's a tricky one...

my internet explorer has been running very slowly,
specifically with lots of lag time when scrolling down a
screen and a delay when typing text into text boxes. (i
have a cable modem, so it shouldn't be that slow at all)

i was directed to run the Explorer Repair utility via the
add/remove programs utility in control panel, and that is
telling me that my version of scrrun.dll is too old. From
my poking around on microsoft.com, it seems that the
version I need was in a service pack for version 5.5, that
i did download, but now i don't have the cabinet file that
it existed in, and i can't re-download that service pack
anymore... any thoughts on what to do next?

If you have the IE 6 installation files, that file is in the scripten.cab or the scr56en.cab. It can also be updated by downloading and installing the scripting engines:

However, most likely, your problem is caused by malware that's gotten installed on your system inadvertently:
http://www.spywareinfo.com/~merijn/cwschronicles.html Get the CWS Shredder file, unzip it and run it.
