explorer.exe +error "c0000005" when opening control panel

Windows 2000 pro (fin)
SP4 +latest updates
IE6 + latest updates (sp1?)

When I create a new profile (user-profile, poweruser-
profile... other than administrator-profile) I get this
error message, when trying to open control panel when
logged as a new created user:

In english:
"The application explorer.exe generated an application
error The error occurred on 01/28/2004 @ 10:57:51.073 The
exception generated was c0000005 at address 77609A63
(SHFileOperation)"

(Same in finnish: "Sovellus explorer.exe sai aikaan
sovellusvirheen Virhe 01/28/2004 @ 10:57:51.073 Poikkeus
on c0000005 osoitteessa 77609A63 (SHFileOperation)")

And after that, desktop loads again and from event
viewer: "Explorer.exe käynnistettiin uudelleen
käyttöliittymän odottamattoman pysähtymisen takia. "
(=Explorer.exe was started again...)]

What did I do?

1. installed w2k
2. installed sp4
3. installed ati radeon vivo driver
4. installed Symantec NIS 2004 (NIS + NAV)
5. installed newest uppdates from windows updates
6. installed some components of IE 5 and after that I was
able to install IE 6 SP1 and IE is now "IE 6.0.2800.1106"
7. installed creative 5.1 soundcard driver
8. installed wacom volito A6 -driver
9. installed other softwares

Everything seems to work fine, but when starting control
panel as a user who hasn't administrator priviledges,
system crashes and desktop start again.

What can I do? Other than trying to install all again...

And when trying to open control panel from IE address-line:

"Application Failure iexplore.exe 6.0.2800.1106 in
unknown 0.0.0.0 at offset 00200020.. "

"do you want send error report to microsoft.. yes/no"

I found the problem. It probably has something to do with
Wacom Volito drivers.

First I uninstalled IE6 back to IE5. It didn't solve the
problem, then I installed IE6+sp1 back from windows
update. It didn't solve the problem. But then I realized
that there might be some problem with Wacom, because
earlier my system crashed totally when using their earlier
drivers. So I uninstalled Wacom Volito driver and now
control panel works ok with other users than only
administrators.

Any idea what would cause this odd behaviour? Priviledges?
How to solve this?
