Exchange03 can set hold user email in server side for a period?

If user download the email into his own profile, server side won't have copy
anymore.

But outlook express can set the server keep a copy for a period even user
d/l the email.

Exchange03 + office03 can do so?

Not if you're using a PST to hold your Exchange mail and accessing the
Exchange server as such (not as a POP server). What sort of setup are you
using on clients? I'd suggest using the mailbox as the user's message store
along with a offline folder (OST) file.

Actually user email will store at server. Some of them like to d/l the email
from server to their local pst once new email arrive(Auto). But some user
have blackberry, problem is here, once their email auto d/l to local pst.
Blackberry can't receive them from server. So if the server can hold the
email for a period even user d/l to their pc, its a great help. As Outlook
express can do that.

Why aren't you using Offline Folder Files instead of PSTs?
