Excel Spreadsheet locks up

Can anyone give me some insight to this problem. After I open any
spreadsheet once I click on any cell the program locks up and if I move the
curser every cell, row and column highlights. while this is happening I
cannot input any data or operate any of the dropdown menus.

The only way to get out of the program is to hit Control, Alt, Delete.

One more thing, I cannot move any of the Icons on the desktop. When ever an
Icon is moved it reverts back to its previous position.

Both of these issues developed at the same time.

Any help is appreciated.
