Error with mimboot.exe & applicationlauncher.exe

When my computer starts up I get these error messages. I have an old Dell
Dimension 3000 running Windows XP home.

Mimboot.exe - entry point not found (same for Applicationlauncher.exe)
The precedure entry point _ismbcspace could not be located in the dynamic
link library MSVCR71.dll

All the info above is the same for the Applicationlauncher.exe only 2
separate error messages. I'm assuming I need to download these again? If so
where do I find them? And then where do I need to install them on my
computer?

on-topic. This newsgroup is for questions about writing .NET Framework
