error when playing dvds in all programs

Just as of a few days ago, when I put absolutely any DVD movie into my
DVD-ROM drive and I attempt to play it in ANY program such as Win Media
Player 10, Real Player, Cyberlink PowerDVD, an error report dialogue window
pops up and closes the program. It is the same as it always is and it says
"PowerDVD has encountered a problem and needs to close. We are sorry for the
inconvenience" and so on. It does this for every program I use attempting to
play a DVD. This does not happen on my laptop which is also running Win XP
Pro SP2. What is the problem? I find this issue so strange. Thank you.

Could this be your problem - see pasted links below

Yes read here http://www.afterdawn.com/glossary/terms/rpc-2.cfm . You can
get firmware updates that will hack out the RPC for your specific DVD device
but be cautious about doing that. Instead use AnyDVD to watch DVDs on your
computer if they tell you that you don't have the right regional code.

Thanks Harry,

Mine came as part of a standard Dell Uk purchase - should it do this?
Check here http://hometheaterinfo.com/dvd3.htm and
http://hometheater.about.com/cs/dvdlaserdisc/a/aaregioncodesa.htm
and more techie info here http://www.dvddemystified.com/dvdfaq.html#1.10
(this is referring to home DVD player you connect to TV)

So what's the solution? http://www.soft32.com/download_4955.html

No those links didn't help. This may have something to do with when I
reformatted my HDD to win xp pro sp2.

Have a Samsung CDRW/DVD SM-348B drive.

Rarely play a DVD but on just playing one (recorded off TV here in UK.)
got
a message I have never seen before. Said I had to change country code and
prompted me to do so - worked Ok. But also said I have only 2 more
opportunities to change it .

Having gone in to PC system find that Samsung will only allow a limited
number of changes. No country code was set so set it for UK.

Now says that there was only ONE more change allowed after that I cannot
do
any more and it will remain fixed.

Never set or changed anything before - never had such a message

What's all this about???
