Error when loading the first node of a cluster

I am trying to get a cluster set up and I can not get past
the first Node set up. The error I get is that the system
does not have access to create a cluster or join a cluster
node. The login I am using is part of the Domain Admins.
I am using 2 compaq d530c desktops with 2 nic in each
box. I do not have an external disk. I am planning on
using the internal d and e drives as shared drives. Is
this the right approach.

You need shared disk resources to create a cluster. At the very least,
the quorum drive must be on a shared disk subsystem.

There's a /localquorum switch that will allow you to point to a local
disk, but that's for development purposes only. I think it's only for a
single node dev "cluster", too.
