Error when creating Folder in Outlook Web Access

Dear Outlook gurus,

When one of our staff members attempts to create a new folder to store email
using Outlook Web Access (for Exchange Server 2003), they get the following
error:

"Problems with this web page might prevent it from being displayed properly
or functioning properly. In the future you can display this message by
double-clicking the warning icon ..."
then underneath that: Line: 999 Char: 3 Error: Access is denied Code:
0 URL: https://....

Any ideas on what this issue might be. We are unable to duplicate the
problem at our end.

We are unable to duplicate the problem at our end.
Which would assume an issue with IE on the local client. It's probably some
script blocking tool that the user has installed part of a security suite
and integrates with IE.

Note that OWA is part of Exchange and not Outlook. The proper newsgroup for
OWA is exchange.clients

What version of Internet Explorer are they using? Reason I ask is that I do
know that flagging messages is broken under IE8 (client) and Exchange 2003
SP2.

Are they using the premium or basic OWA interface? or better stated, can
they create the folder under the basic interface but not the premium client?
