Got an interesting problem with Internet Explorer 6 within WIndows XP,
and yes, I have gone through the motions to re-install IE6 SP-1 by
applying the small registry tweak to allow reinstallation, and have
ran WindowsUpdate to re-patch Explorer.

The following used to work....

I clicked `Start`, then `Run...`, typed in the URL instead of a file
name, Internet Explorer would open and call up the web page.

Now, I click `Start`, then `Run...`, typed in the URL instead of a
file name, Internet Explorer starts and a dialogue appears in the
middle of the screen, the UTL being the title and the message being
`There was a program sending the command to the program.`.

Problem is 100% reproducible. Internet Explorer in itself works fine.
It's more of an annoyance. Still, if I click a URL from my e-mail
client (Eudora 6) or news client (Forté Agent), or double click a URL
shortcut, it seems to work fine.

Anyone got any clues?

Try entering iexplore followed by the URL. ie iexplore msn.com

You've probably got some spyware causing trouble. Remove with tools like
Spybot S&D and/or Ad-aware.

Well, I'll check for spy-ware, but I very much doubt what I've got any
installed because I specifically do not use any programs that rely on
spy-ware, and this is right from the start. I did a spy-ware check
not that long ago and the check came out clean.

Any spy-ware I've got is on a old notebook computer that runs
automated tasks like P2P and the likes and the spy-ware stuff won't
get any jucy bits from that machine.

Anyone got any other clues?
