Cant open any programs! "Windows cannot find ________"

I recently noticed that with just about every .exe file,
I get the error message: Windows cannot find: 'C:\Program
Files\Internet Explorer\IEXPLORE.EXE'. Make sure you
typed the name correctly, and then try again. To search
for a file, click the start button, and then click Search.
(That was trying to open internet explorer from the quick
launch, works from the desktop somehow.)
I was told to go to
http://www.dougknox.com/xp/file_assoc.htm and download
the EXE File Association Fix, and then run
hijackthis.exe, however the fix is a .reg file, and my
Regedit doesn't work for some reason!!!
Whenever I try and open regedit from start - Run, it
comes up with the dos command window for about half a
second and then disappears.
Any help will be greatly appreciated.
