Can't help you with Internet Explorer when you don't say what version
you have or what version of Windows (with service pack) you are using.

In general: That message is typically caused by an incompatible or
damaged browser add-on or a malware infection.

Find the error in Event viewer and post a copy.

Have a look in the System and Application logs in Event Viewer for
Errors and Warnings and post copies here. Don't post any more than 48
hours ago.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer. When researching the meaning
of the error, information regarding Event ID, Source and Description
are important.

HOW TO: View and Manage Event Logs in Event Viewer in Windows XP
http://support.microsoft.com/kb/308427/en-us

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer. Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

$600.00 to answer this question That's a scam! I find it difficult to
believe that Microsoft would ask that amount. How certain are you that it
was really Microsoft?

Hope this helps.

Unfortunately there are an infinite variations of that Event ID from that
Source so your answer does not help. This more detailed explanation may make
how to post Event Viewer Reports easier for you.

You right click on the Report in the list and select Properties. In the
window, which appears are three buttons towards the top right of the window.
The top one has an arrow up, underneath is an arrow down and third is a
button resembling two pages. Click the button and close Event Viewer. It is
not obvious but this action places a copy of the button in your Clipboard.
Now start your message (email) and do a paste into the body of the message.
Make sure this is the first paste after exiting from Event Viewer.
