error message with Outlook

I am unable to send emails using Outlook Express, via
Internet Explorer/Sympatico (ISP in Canada). The error
message I get is below. I would appreciate advice.

A time-out occurred while communicating with the server.
Subject 'figures', Account: 'pop8sympatico.ca',
Server: 'smtp1.sympatico.ca', Protocol: SMTP, Port: 25,
Secure(SSL): No, Error Number: 0x800CCC19

Ask in an Outlook Express forum. This is an Microsoft Office Outlook forum.
Outlook Express is family of Internet Explorer and Outlook of the Office
family.
