Windows XP Error message "windows cannot find file ...."

This error message has just started to appear when I click desktop shortcuts to MSN maps or other internet sites I have used for years from these urls. What is puzzling is that almost immediately the file opens without me having to do anything. It is annoying so I would like to get it fixed. Thanks for any help.
