Error message when running windows xp

I just purchased a new tower with Windows XP already
installed. After going on the internet and doing some
typing in Word, I started receiving this message:

Cannot create file C:\Windows\System32\hwnd32.dll.

It keeps coming up on my desktop every thirty seconds.
What can I do to either enable it to create this file or
stop the message from popping up?
