error message when installing software

i get an error message whenever i try to install a new program, such as nero
or palm quickinstall. the installer loads but it gets to the part about the
liscence or when you have to agree to terms and conditions the error message
comes up. it says something like: msiexec.exe has encountered a problem and
needs to close. and then the installation terminates. any suggestions you
might have would be greatly appreciated.

installer fix- start/run, type: net stop msiserver,put in the XP cd and
expand the following three files to %systemroot%\system32 and
\system32\dllcache
1) msiexec.ex_ , 2) msi.dl_, 3) msihnd.dl_ , run "msiexec /regserver" then
run "net start msiexec"
