Error message: not a valid Office add-in

Outlook is trying to find something every time it starts ... get error
message that says: 'C:\WINDOWS\Application Data\Microsoft\AddIns\' is not a
valid Office add-in. This even happens
when I sync my PocketPC without starting Outlook.

Office 2000 SBE reinstalled last couple of weeks. Win98SE.
