error message 1607

I had the error 1719 concerning the Windows Installer. I took the actions
specified here:
http://support.microsoft.com/default.aspx?scid=kb;en-us;Q315346. Now I get
the error message every time I try to install: 1607 - Unable to install
InstallShield Scripting Runtime. This error completely blocks me from
installing/uninstalling programs. How can I fix this?

I don't seem to have the folders mentioned in those two articles. Please note
that my computer is 2 years old and I have never had trouble with before.
This problem suddenly appeared.

I noticed in the screenshot of the Folder Options>View window that is on the
Installshield KB page, that they have the "Hide protected operating system
files (Recommended)" option unchecked. Go back to the View tab in your
Folder Options window and ensure that this option is unchecked (when you
uncheck it, click on Yes in the dialogue box that follows), click on Apply
then OK. See if you can now find the Installer folder that is mentioned.

I have set the view to include system files and Windows Explores identifies
them as such. I also performed a search fof all of c:\ including hidden and
system files for the specific files and folders, , but the relevant files
were not located anywhere. This applies both to the Installshield article and
the Microsoft article.
