error 1607

I had to re-install Win XP Home and I used Dantz Retrospective to redo my
harddrive. However, now
when I try to install anything I get this error message:

1607 ... Unable to install InstallShield Scripting Runtime.

And nothing will install. I went to Microsoft's website and d/l'ed and
installed the new Windows Installer 3.0, but that didn't help. Please help
... I'm going crazy .. Thanks

Thanks ... I found this article myself ...but when I open up
Windows/Installer and hit "properties", there is NO "Security Tab" .. only
"General", "Sharing" and "Customize".

And none of those documents helped me.

Anyone else ... ?? PLEASE !!!!
