error message (0x800CCC78) What does this mean and how do I fix it

I cant seem to send any emails with out this error message. Can anyone tell
me how to fix this? I've checked properies, and everywhere the email address
is and cant figure it out. Thanks in advance

So, select the option to authenticate to your outgoing server. It's on the
Outgoing Server tab of your account properties pages.
