Error message;0x800ccc15

For the past 3 days I've been receiving the following error message when
trying to download email off the internet.

A TCP/IP error occurred while trying to connect to server... Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC15

Any suggestions on how to resolve the problem??
