Error Logging On

Each time I attempt to log on whether it be in safe mode
or normal mode a window pops up and I get this
message "parser message, Value creation failed at line
422" preventing me from getting to my desktop. Does
anyone know how to correct this?

I couldn't pull up a site or find the solution. Is there
another site that has the fix ?
