Error in KERNEL32.DLL when using wizards

I am using Access 2000 with Windows ME. Lately, when
I try to use wizards, I get an immediate error:
"MSaccess has caused an error in KERNEL32.DLL". This will
happen, e.g., with create Table, create query, or create
report using wizard. It also happens on import from Excel.
These functions can all be done without the wizards, (e.g.
the Excel import can be done with Transfer Spreadsheet in
a Macro) and in that case there is no error. Have tried
compacting, repairing the install, and rebooting to no
avail. Thanks for any advice.
