Error creatingprocess ... Reason innt\system32\advpack.dll

I am updating a webserver with the hisecweb security
template installed. The update constanly fails using
windows update, I downloaded ther update and tried
installing it. It now fails with an error "Error creating
process ... Reason innt\system32\advpack.dll"
this happens for updates:
Security Update for Microsoft Data Access Components
(823718)
Cumulative Security Update for Internet Explorer 6 SP1
(KB824145)

What's the error path?

"Error creating process <path> ... Reason innt\system32\advpack.dll"

Do you get the identical message installing both updates separately?
