Error: Code 8007312

I have tried numerous times to apply KB931213 to update Windows Vista
Ultimate (32 bit) and get error: Code 8007312 ( this is copied accurately) .
All other updates have been sucessfully applied. KB931213 is rated important
so I am concerned that it should be applied.

What does this error mean and what do I need to do to apply this one update?
