Error code 1719

I'm trying to uninstall some software and i get a cant
unistall. Error 1719: The windows installer service
could not be accessed. This can occur of you are running
windows in safe moed, or if the windows installer is not
correctly installed. Contact your support personnel for
assistantc.

Anyone have a clue what I can do to get rid of this. I
try to reinstall and I get a runtime error. I have
several pieces of software that do this and I want to get
rid of it.
