error CLR: 8007000b

When I run regsvcs I can see the following message: error
CLR: 8007000b
Why?


I have installed Commerce server 2002 developers
edition(with SP2) in windows 2000 server and with .net
framework 1.1

That's the error code for a bad image format, in other words, the program is
corrupt. I'd recommend doing a virus scan, I've seen that error occur on
infected machines.
Virus or not, either way, you'll probably need to reinstall .Net to
completely clear up the problem.
