try to connect to another ISP, if the problem persists you can deduce that
the problem from the ISP. otherwise, it's a default configuration problem.

My daughter just had her computer reformatted .

Reformatting a drive leaves it blank and without an operating system.
since then when she tries to
connect to the internet (dialup, internal modem) she gets this error
message:
Error 732.your computer and the remote computer can not agree on ppp
control

If she is using some proprietary dial-up software, like AOL's, then she
might have to reinstall it or call them about not getting connected. If she
is using the Windows dialer, check the properties of the dial-up connectoid
defined in the Network applet in Control Panel. Sounds like you didn't set
it up like before.
can anyone please help?

Since you are paying this ISP for connectivity, what did they say when you
called them?

This is a problem related to the ISP. Sometimes, there can
be a mismatch between the modem sending protocol used by
the computer and the protocols that are available for use
in the ISP's modem pool. ISP's do need to set aside some of
their receiving modems for the lesser used protocols and
older protocols.
