error 711

i am no longer able to connect to the net using my modem.
i get the message - RAS capable device not found. check
device is connected properly. failure to create dial-up
networking.
my modem is present and in device manager,its working ok
(works fine on another pc)
I tried to add an internet connection and got 'error 711'
the support on the ms site tells me to check plug and play
devices, but i've done all that and its already set as it
should be.
any ideas

Try uninstalling Dial up networking then reboot then reinstall it then
reboot then try making a new connection.
