Error 633 Modem Solutions? Please help!

I'm trying to fix a friends modem. He is running Windows XP Home,
using Earthlink TotalAccess 2004 software, and is using a Lucent
WinModem.

I have the classic problem that I can dial out using HyperTerminal and
AOL but I can not use RAS to dial up. Everytime EarthLink TotalAccess
or directly through RAS tries to open a communication port, it fails
with Error 633, "Port already in usage". There are no conflicts, I
can swap different modems (tried three) and different COM ports all
with the same error message.

I have tried pretty much everything and I was wondering is there any
formal solution to this problem? I see that a repair utility,
rarepair.exe seems to help sometimes. Where can I get this binary?
