Error 1317 when trying to repair, remove, or install Outlook 2000

I installed Outlook 2000 on the E: drive (partition) of
my Windows XP Professional computer and tried to
configure my email account for the internet. When I got
done with the configuration my account was configured for
Workgroup or Corporate. I tried to fix the configuration
in Outlook > Tools > Options > Mail Delivery tab >
Reconfigure Mail Support button > Internet Only radio
button. This started the Windows Installer and asked for
the Office 2000 CD. I inserted the CD and selected Open,
then got the following error message:

Error 1317: An error occurred while attempting to create
the directory E:\Program Files

The E:\Program Files directory already exists. I next
tried Start > Settings > Control Panel > Add or Remove
Programs > Microsoft Office 2000 Professional and
selected to Repair Office. I got the same error 1317
message. I then tried Removing Office. The msiexec.exe
process was running at 100% CPU for about 10 minutes,
then the computer froze. I ended the task and checked my
Office installation. I can open all Office products
except Outlook. When I try to open Outlook the Windows
Installer starts and eventually gives me the same Error
1317 message.

I looked in the registry for the path to Outlook.exe and
found the following path:

E:\PROGRA~1\MICROS~1\Office\OUTLOOK.EXE

Could this shorten 'Program Files' path name be causing
the error? Does anyone have any ideas or suggestions on
how to resolve this issue?
