Have you tried a Google search on "delfolders.exe "?

You will find posts like the following:

Go to Start > Run > type MSCONFIG click OK > Startup tab > uncheck any
reference to the LossRun.exe, Delfolders.exe and any others that are
supposed to be in a '/Tool' folder. You likely used a spyware cleaner at one
time and they were all removed except for the empty 'Tools' folder. However,
the registry still has 'LossRun.exe' in the startup folder. After unchecking
this reference & clicking OK, reboot. If the error message doesn't return,
go to the C:\WINDOWS\system32 folder and delete only the 'Tools' folder
inside of System32, do not touch System 32.
