endless restarting in windows xp setup due to safemode

I had reinstall the windows xp from the CD due to a previous error in the
windows XP that made me keep restarting the computer. I booted the
installation from the CD by choosing the option to boot from the cd rom drive
when the computer has just started running. The installation went smoothly.

However, after the computer restarts as part of the installation process,
windows ends up starting in safe mode. As a result, the error message
"Windows XP Setup cannot run under Safemode. Setup will restart now."
appears. There is only one OK option and when i press it, windows restarts
again and eventually returns to the same error message, and restarts again
when i press the OK button, leading to an endless loop.

I tried pressing F8 just right before the OS starts booting, and chose the
"run windows normally" option, but still return to the safe mode screen and
the error message.

When you started the reinstall did you choose to delete the old version of
WindowsXP or did you install over the top?
