Enabling/disabling indexing service

I noticed that the indexing service was enabled for my C drive. I
know I once looked at this and it was disabled.

After unchecking the box requesting the indexng service I pressed
Ok and it took a decent time for XP to go through the files &
folders to reset them.

The question I have is why didn't I notice a similar period of
waiting when the indexing service got turned on?

Is indexing turned on without any changes made to the folder?

If it help, I also noticed that the system was setting restore
points for all my hard drives (I have four). I had explicitly
turned this off less than 2 months ago. How is it possible for XP
to have turned all of them on again? I didn't ask for it!

One of your previous System Restore Points activated/enabled it
Make a manual Restore Point today and delete all previous one
to avoid this problem in the future. Do a manual restore at leas
once per month or more frequent depending on your use.

Simply because the indexing file is built one by one as you address the files.
But, when you shut down the index flag has to be reset on each and every file.
