Enable SET command from the Repair Console

The situation is as follows: I have no way of accessing my
c: drive other that through the Repair Console. However
I'm not allowed to use the SET command in order to
activate AllowAllPaths so I can backup some valuable data.

Is there any way to access Group Policy from the recovery
console? Or while we're at it, can anyone suggest other
ways for me to access my drive and backup files? My drive
is recognized and accessbible, however Widows simply
freezes at boot. No repairs have effect.

That policy must have been set ahead of time.
I doubt you will find a way to adjust it after the fact.

You are likely looking at hanging the drive on a second
system as a secondary, or performing either a repair
install or a side-by-side install on it with it in the current
system.
